  • Value is measured by more than price alone. Quality and service, as well as price, must be considered in determining the value of goods purchased. Good buying demands something more than a comparison and scrutiny of prices.

    Each purchase should be with the idea of attaining the best possible value for the city. Each department head needs to study the prices quoted, the quality of the material offered, the use for which it is intended, the service available, and the service required of the vendor.
