§ 14-45. Intercommission communications.

  • Pursuant to F.S. § 252.38 formal procedures may be waived during a state of emergency. Each commissioner and the mayor shall be entitled to vote and communicate with the other commissioners by phone, courier or other method of communication reasonably available under the circumstances and all reasonable means of communication shall be attempted to contact all elected officials prior to any action being taken under the emergency powers set forth above. The clerk or other person designated to act in the absence of the clerk shall keep a written record, in addition to a recorded record, if possible, of all votes, communications and actions of the commission during a state of emergency. Likewise, such person who is acting as the chief executive officer (or emergency management director/coordinator if so authorized) during a state of emergency shall designate a person to keep a contemporary log of all activities, orders and official communications of the chief executive officer.
