§ 5.03.41. Irrigation meters.

  • (a)

    Request for meter installation. The city shall no longer issue new irrigation meter accounts, except for governmental purposes. The city commission further agrees that those irrigation meters currently in operation shall remain and may be replaced if broken, or otherwise inoperable, and shall be transferable upon conveyance or sale of the property.

    (b)

    Fees. Other fees that apply to irrigation meters: Section 5.03.39.

    (c)

    Limitations. No water going through the irrigation meter may be discharged into the city's sewer system.

    (d)

    Penalties generally. Any customer found using water from an irrigation meter which results in a deliberate discharge into the city's sewer system may be found in violation of city ordinances as determined by the code of enforcement board and subject to penalties as set forth therein.

    (e)

    Backflow prevention devices:

    (1)

    Required; standards; costs. All irrigation meters shall be equipped with one of the following backflow preventive devices: double check valve assembly (DCVA), atmospheric vacuum breaker (AVB), pressure vacuum breaker (PVB), reduced pressure principal backflow preventor (RPBA), or dual check valve backflow preventor. All devices must meet ASSE, AWWA, or CSA standards. All installations and inspections shall conform with the provisions of the City of Flagler Beach Backflow Prevention Policy Manual.

    (2)

    Use for application of landscape chemicals. Any customer of the water system receiving water services from the City of Flagler Beach is prohibited from using residential irrigation systems for the purpose of applying chemicals to landscaping and therefore prohibited from introducing chemicals into all residential irrigation systems.

    (3)

    Penalty for violation of subsection (e). If an individual is found violating the provisions of this subsection (e), the city commission may fine the individual up to two hundred fifty dollars ($250.00) per day for this violation or, in the alternative, remove the residential irrigation meter.
